I don't know the answer to your question, but I would love to know what kind of readings you are getting with what equipment.

It is a existing installation, not sure of age.
They are using a amb-45, and getting around 3500m between each of the three legs at the 500v setting.

you should probably megger 5kv cable at a higher voltage than 500. it should probably be meggered at 5kv-10kv
