I am installing a 200 amp service on a post being feed underground. The utility company allows the meter to be a minimum of 3 ft. above ground and I cannot seem to find a minimum circuit breaker distance above ground in the NEC.

There is no NEC minimum mounting heights for an electrical panel.

(A) Accessibility. Overcurrent devices shall be readily accessible and shall be installed so that the center of the grip of the operating handle of the switch or circuit breaker, when in its highest position, is not more than 2.0 m (6 ft 7 in.) above the floor or working platform, unless one of the following applies:

There is no minimum breaker height listed in that section only a maximum.
