With reference to NFPA 70E

What hazard / risk catagory would a single standard 600 volt class 480 volt 3ph 20 or 30 amp motor starters fall into. Using table 130.7(c)(9) would it fall under 600 v class MCC's.

It would, but you also have to consider the notes at the end of the tables in order to use it. Otherwise you need the perform an arc flash hazard analysis to determine the correct HRC and required ppe.

It depends on what your doing with it? Are you only operating HOA, working on live parts? Measuring amp/volts?

I would be measuring amps / volts.

If you use the table 130.7(C)(9) you would go the the operation being done, e.g. taking voltage and current readings, HRC2* and wear the appropriate PPE. If you can't use the table because you are unable to determine the available fault current, then you would have to do an arc flash hazard risk assessment to determine the HRC and appropriate PPE for the work being performed.
Do not be lulled into taking the easy way out by assuming that you can just use the tables because they are in 70E. In can result in disasterious consequences if the available fault current or clearing time for the circuit breaker or fuses are longer then allowable by the table.
