Its a wax type product. Usually used on smaller wires as lube.
Its great to put over the holes in mudrings before they get plastered. Maybe we don't see it much any more because Drywall mud isn't as hard when it dries.
It comes in a tube about half the size of a paper towel roll. Costs about 10 bucks.

In Chicago everything is about money. You can use lamp cord to wire up your house and get it approved by the inspector for the right "fee".
Or do what virtually all of the people who DIY in Chicago do - just don't bother to get a permit. They have learend that it is not worth the hassle and cost of doing it 'legal".
