Can a 70watt PS bulb work with a standard non-PS ballast??? I replaced a fixture a new M98 Ballast and used a PS bulb. The customer supplied the parts and is upset because it is not working??

Nope ! Don't do it. It needs that ignighter I think. The non Pulse start fixures are being phased out. Had a customer do the same thing to me. I'm surprised the bulb did not blow up. I had one copletly melt the inner workings. I thought it was gonna shatter.

I had to take apart the Fixture to find the correct lamp type and wattage.

My last place of employment had a bad habit of putting the wrong bulbs in their MH fixtures. The end result was that they ruined the ballasts on over 80 of the fixtures and had to replace them.

Use the correct bulb.
