Electrician - but not by NC Law.
I went to the local food store tonight, two poles closest to the entrance w/ three lamps each where out! I believe they where white lamps. Then I noticed that one was striking, but continually blinking between what looked like a good strike, but never came to a glow!

Well of course this got me to thinking, whats the problem here. I went into the store came out in ten minutes the one light was still striking, but another light had just come on went home forgot the food for the cats, went back and the same light was still striking/blinking, the other light was back off.

The dreaded loose connection? Aged lamps and guts, what do you think?

I know 480 dropped a link once on what the lamp aspects are, but would
all these same compontents be in both halogen or a halide lamp.

Frankly, I have no idea what was up in the pole!

Of course not

But in the OP you didn't identify what you saw, except saying it kept re-striking, and only HID's re strike, not halogen's

the most common things I find when a bulb cycles off and on at night:

Bad bulb, or photo cell seeing it's own light, many MH don't have caps, but if they do they need to be checked, look for an expanded case. HPS have starters also that can cause cycling, but more often than not its just a bad bulb.

Now if it cycles in the daytime, it has to be a bad or miss wired photo cell,
