overcurrent protection for a transformer

In a 480V motor control bucket with 120V control circuit, should the 480V/120V transformer be fused on the primary side? would an UNfused transformer (primary side) increase the risk of the transformer burning up/catching fire?
All of the buckets here are over 30 years old and none are fused on the primary side.

In general terms, yes , normally...see 430.72
That said, as a "factory" bucket it need only be built to the "standard" under which it was listed/labeled. (UL, etc)
At time of manufacturer, it may not have been required.
