Does anyone know if the black insulated Polaris connectors
can be used in a concrete hand hole? I see they are UV rated,but what about
a hand hole? The UV rating is telling me it's ok,cause anything UV rated
would also be exposed to a damp/wet environment. Just trying to clarify.

Karl, here is a typical hand hole install with Polaris Blue.

I just talked to 4 supply houses and no one carries Polaris "Blue"
They all said,"Why not Split bolts?" My reply was, "How is a split-bolt
submersible?"

Is your install likely to be under water ?

It wouldn't matter if the install never got wet, its still a wet location.

314.30 Handhole Enclosures.

(C) Enclosed Wiring. All enclosed conductors and any splices or terminations, if present, shall be listed as suitable for wet locations.

(B) Wet Locations. The interior of enclosures or raceways installed underground shall be considered to be a wet location. Insulated conductors and cables installed in these enclosures or raceways in underground installations shall be listed for use in wet locations and shall comply with 310.8(C). Any connections or splices in an underground installation shall be approved for wet locations.
And if you want to dispute a handhole being an 'underground installation'...

314.29 Boxes, Conduit Bodies, and Handhole Enclosures to Be Accessible.

Exception: Listed boxes and handhole enclosures shall be permitted where covered by gravel, light aggregate, or noncohesive granulated soil if their location is effectively identified and accessible for excavation.
