NJ "Qualified Journeyman" Card?

heard today, from a typically reliable source, that NJ is finally going to institute this requirement...but he also said he believed it was going to go into affect prior to the end of this year...

i couldn't find anything in any of the BOE minutes...anyone know anything?

My guys had the cards for the last 3 years, what they are doing is increasing the cost of the fee for the cards.

is that it? he was under the impression that they were now going to become mandatory....almost like they are trying to do in california...

Mandatory? I would like to see that. Will they being giving a test in Spanish?

Motion made by Mr. James H. Flaherty and seconded by Mr. Constantinos Papademas, and unanimously passed, that a proposal be drafted to amend N.J.A.C. 13:31-1.2 to require that a Qualified Journeyman Electrician acquire the 8,000 hours of practical experience working with tools in the installation, alteration, or repair of wiring for electric light, heat or power, which work shall have been done in compliance with the National Electrical Code.

This seems to stem from an incident brought to the Board previously:

Motion made by Mr. James H. Flaherty and seconded by Mr. Constantinos Papademas, and unanimously passed, that a letter be sent to Mr. xxxxxx advising him that his request is being held in abeyance. The Board would like to know from Mr. xxxxxx whether or not he has an active business; if so, does he supervise the work being performed. If Mr. xxxxxx does not supervise the work being performed, he is to provide the Board with the name of the qualified journeyman supervising the work being performed. The Board would also like to know how many employees Mr. xxxxxx has.

Apparently, Mr. xxxxxx has angered the Board:
829TH BUSINESS MEETING OF THE BOARD OF EXAMINERS OF ELECTRICAL CONTRACTORS
(PUBLIC SESSION) - - - FEBRUARY 4, 2009

Letter dated August 11, 2008, received from Mr. xxxxxx, requesting a waiver of the Continuing Education Courses for the 2009 to 2012 renewal period pursuant to N.J.A.C. 13:31-1.7.
The Board directed that Mr. xxxxxx?s request be held in abeyance to ascertain whether or not he has an active business; and if so, does he supervise the work performed. If Mr. xxxxxx does not supervise the work performed, he was to provide the Board with the name of the qualified journeyman supervising the work performed. The Board also wanted to know the number of employees of Mr. xxxxxx.
In response to the Board?s request, a letter dated December 29, 2008, was received from Mr. xxxxxx stating that he is still unable to resume work; although he is in contact with his office on a daily basis.
Mr. xxxxxx also stated that the company has two licensed electrical contractors in its employ, both with over forty years of experience. Mr. xxxxxx further stated that Mr. xxxxxx Electric has nineteen full time employees.
The Committee unanimously recommended that Mr. xxxxxx?s request be denied as additional information is needed to substantiate his request. The Committee recommended that Mr. xxxxxx and the two licensees who are in his employ appear before it concerning supervision and how he operates his business.

After the 829th [3/4/09] Board meeting, Mr. xxxxxx's name does not appear. The last minutes available are from 5/1/09.

I have posted a few threads regarding qualified JW [QJW] and what is required of a QJW...and also that in the 11+ years I have held a QJW card [# lower than 1500]...I have NEVER been asked to show it or prove my credentials otherwise.
IMHO, the lackadaisical enforcement is going to change in regards to QJW.

The great state of New Jersey already gets enough money out of me for my contractors license and business permit, I also have an Electrical inspectors license. I have two questions,is it a one time fee and who is going to to enforce it in the field?

A1: One time fee ~ but as you have EC credentials, QJW status is not required of you

A2: Why? You need a job? :grin:

IMO this is going to be completely unenforceable. What is the purpose of this new proposal in the first place?
