Since it's a commercial occupancy I wouldn't be surprised if some of that work was done by a maintenance man. Once when I was working in the basement of an old building I could figure out why the new variable speed drill that I had was only running at one speed. After some investigation I found that the building maintenance guy had tapped into a circuit and installed a receptacle for a cord connected light. Only problem was that he tapped into the DC circuit for the old elevator lights and connected that to a duplex receptacle.
