To upgrade an existing building from 200 amp to 400 amp. with two meter sockets, seeing i have never seen one, my question is, is there one set of lugs for the line side or utility side that feeds both meter sockets and two sets of lugs on the load side, one for each meter?
 
Kinda tuff to say without seeing it, I think the OP is asking whether the utility is splitting their feed with two sets of lugs to feed the two meter bases. Probally one of those double socket single phase bases that have bussing connecting the line sides of both meters.
 
get a cut sheet from whomever is supplying the equipment (if its your poco, ask them for their greenbook)

You need to get a meeting set up with the serving electric utility to see what their requirements are for this installation. Is this 1? or 3?, is this hot or cold sequence, and is this fed overhead or underground? Does the electric utility have large enough service conductors? :confused:
