Had a panel that looked just like that in my own house a few years ago. Significant corrosion, and all available set screw terminals anywhere near the front had already had two wires under them. Did a lot of rehabbing, and sold the house... as is.

Are you sure??? Aluminum rot can look pretty weird - and that does... But it would have taken an act of the really bizarre to do or think of that when a lug to the can is so much easier....
