HID wall pack lights

HI.. I have a 175W Metal halide wall pack that after trying 2 new lamps will only fire half way.Looking for others input before i have to go back to ck it out? It is 120 volt & not yet 2 yrs in svce. isn't the ballast the one to get it to full brightness??The capacitator just gets it lit? Tahnks for all the help.

if its a multitap ballast you might have connected the wrong tap wire (wrong voltage as indicated in post above). of course, you could also have the wrong bulb, etc.
