Grounding 4 square box

2005 code 250.8 say (last sentence.) "sheet metal screws shall not ne used to connect grounding conductors or connection devices to enclosures.


2008 code says noting about not using connection devices to enclosures so I am arguing to another electrician that you still can't use the screws on 4 square box that holds the cover to the box to wrap your ground wire to.


Whats your thoughts?
 
Check out 250.148 which says in part: "(C) Metal Boxes. A connection shall be made between the one or more equipment grounding conductors and a metal box by means of a grounding screw that shall be used for no other purpose, equipment listed for grounding, or a listed grounding device."

To expand, when the cover is removed, the grounding conductor connection is loose. You're correct.
