Water in electric service

I was looking to buy a house and during the inspection we found water in the conduit to the main breaker box outside. The meter is at the street and the house sits below grade. So my assumption is that water is leaking in somewhere along the run and building up to the box.

My question is who should inspect this and determine what needs to be done. The box is well after the meter so I'm doubt the electric company will care. Do I call a county inspector?
