600 volt ballasts

:-?I am currently working for a major utility in canada as there maint. elect., our parking lot lighting happens to be straight 600 volt, as you can imagine we are having a hard time finding ballasts ( 175 watt m.h. ), eventually we are going to have to engineer new parking lot lighting ( a major budget item ) but until then can someone suggest where i might find some of these ballasts...thanks

Quick thought for future lighting, get transformer 600v-480v, use the existing branch

wires, change out ballast kit to 480v, leave the same lamp and socket. ??
