I am feeding an new building from an existing building on site, Using pvc , no eguipment ground should be pulled Right? The second building will have its own gec. The service is 400 amp 3hase 4 wire.

If you are under the '08 Code an EGC MUST be pulled.
If you are under earlier Codes there are conditions.
In either event see 250.32

(Under all recent Codes, a grounding electrode system is necessary at the 2nd building regardless)

I agree. Remember,the gec is connected to the egc not the grounded conductor.

i would run it, since its a new installation.But i agree with augie47 it depends on what code (year) you are under.
Either way make sure you keep the grounding and bonding requirements straight.
And like augie said you still need a GE regardless.
