On a multi-tap 175W high pressure sodium wallpack wired for 120V, if there are six fixtures on one circuit with the neutral unattached, would the lights, ballasts and lamps burn out or would the lights just not work? When re-attached, would the fixtures work and, if so, would there be any damage?

If they are not connected to a MWBC, sure, hook the neutral up and no problems. If it is a MWBC, I would bet they would come back to life. Those transformers tend to be forgiving.
 
i would think the fixtures should be fine they just wouldnt light. attach neutral and you should be good. unless you had a hot phase come in contact with the fixture end of said broken neutral. then you most likely will have an issue.

We were told that the lamps would burn out and the ballasts would be severely burnt and damaged.
 
So you have 120 volts feeding six fixtures and you lose the neutral. The lights would just go out since you wouldn't have a complete circuit.
