No. 36 inches between them gives each one the required working clearance. Please note, however, that this answer only applies to 124/240 volt or 120/208 volt panels. That is because the distance of 36 inches is the same for conditions 1, 2, and 3. But if you are dealing with 480/277 volt panels, putting them across the aisle from each other puts you into condition 3. That means you would need 48 inches, not just the 42 inches that either one would need on its own (i.e., with no electrical equipment in front of it).
