Of course not. The ground is up, and it should be down. :D

Plus, it should be a grey device, not a white one.

Haha, I was gonna say that.

Actually, it looks like the plaster ring was sized correctly at the time of installation. Then years later, someone came along and added a layer of green rock and tile, and just used longer screws on the device. "Someone" was obviosly not an electrican.

The device matches the grout the way the architect wanted it.

Nope, this is a new installation. They used a 1/2" cover with 5/8" rock and the cut by the sheetrocker was a little off so the box was pushed back a bit. The guy who did this sees nothing wrong with using longer screws. And that's why it's hanging out. The device guy didn't have any longer screws with him. :D
