If the low voltage items you are talking about have "wallwarts", plugin type transformers, with low voltage wiring from the plugin wallwart to the items, then that is permitted.
Even further, I think the wall wart would need to have class 2 or 3 classification on its output for its cord to be covered by Section 725 instead of 400
I have not specifically looked this one up but there is several instances that must be acceptable as "Sensormatic" theft prevention CPU's are always allowed as are FAU's with a cord connection. The problem is when you have utilization equipment below the ceiling that might have the cord pass through the ceiling such as scenting systems, camera power supplies or television monitors which are certainly a hazard as they cannot be readily disconnected without entering the ceiling space.
I can't count the number of times that a customer wanted TV displays installed with cord and cable routed into a rec installed above the ceiling. Especially large retail outlets with national engineers drawing the illegal detail on their plans. They just don't understand when I tell them NO. http://forums.mikeholt.com/images/icons/icon12.gif
