2-Pole Breaker, Improper Tie Handle

I have a Contractor who used two single pole breakers with a tie handle made from a paper-clip in lieu of a 2-pole breaker. I know this is wrong, but I can not find the section of the NEC that states this. Can someone help?

That is for MWBC. This isn't such, it is a 240V load (two hots, no nuetral).

I didn't see where the OPer said this was a temporary installation.

Take a look at 240.15(B) and 240.15(B)(2).

The nail fits tighter that the little pointy ty thinge you buy from SQD to do the same thing.
