We have unusually early winter in Korea and the expectation is that temperatures will go down to around -10 deg C for about six to eight weeks from mid Dec. In earlier days CSA mentioned that XLPE cables can be pulled upto ambient conditions of -40 deg C but since it is very ambiguous they lowered it to -15 deg C. Most manufacturers also mention -15 deg C as the lower limit for pulling cables

Can you kindly advise me how they do these cable pulling activities in Shakalin? Is there any technical literature you know of which can throw light on it authoritatively?

One word of advice I can give you is to prepare the raceways before the raceways and contents in them freeze.
I have worked in conditions where the contents in the raceway has become frozen to the point where the conductors cannot be pulled.

So, if you have already installed the raceways, put a crew on "swabbing" the raceways. Make sure they are doing a good job. Water and debris will collect in the raceway and either block the raceway or cause sharp edges which rip the insulation on the conductors. Clean these raceways now, before they freeze.

Somebody else here with experience of cold weather climate may know some tricks during such cold periods of winter.

The only good one I know, is wait till spring after the deep freeze. ;)
