I was walking home when I saw a WP box with, looked like #12 THHN coming out of the top of box and then ran overhead to a sign that was not attached to the building... does the NEC let you do this?

no THHN :grin:, but THWN :)
If properly terminated (as in supported), spaced, etc. it is Code permissible.
Take a look at sections such as 225.11, 225.12, 225.14

not much different from a POCO open span of wire feeding a service........
