Flourescent fixtures in cold weather

If I use a 2ft x 4ft fixture in below freezing temperatures will replacing the original magnetic ballast with an electronic ballast work or do I have to go to a high output ballast.

Aren't the ends to the bulbs different? I know the 8 ft. ones I use are.

...and I think the tombstones are rated differently also.

If he switches to HO ballasts than yes he will need to switch to HO lamps and tombstones.

If he just switches from the magnetic ballast with it's 50 F minimum start up temp to an electronic ballast with a 0 F start up temp the lamps and sockets do not change.
 
I wire is on the target and yes 90% of electronic ballast can start low as 0?F unless stated otherwise on ballast label for low starting tempture.

If this luminaire is enclosed I belive it can start little lower than that unless you have HO verison then it will lit up much lower all the way to -20?F
