You must have a receptacle on balconies, decks, and porches that are accessible from inside the dwelling unless it is less than 20ft squared. 210.52(E)3

The section TT quotes is from '08. Prior to '08 I know of no such requirement

I don't believe so. It's a screened porch. Exposed studs ect. (or is it etc.). There is grade access, so it does need a lighting outlet.

I started to say no because it was not a habitual room. However, I would say yes because it may be located off of an egress door which requires lighting.
