I believe it will depend on the nature of the "low volgtage". Wiring methods covered in Chapter 3 and Class 1 wiring in Art 725 should comply with 300.15. I don't know of a requirement for Art 714 ClassII and Class III to have boxes at splice points.

Fire alarm circuits splices need to be in j boxes.

If this is a public school of any sort, I beleive that the County and or State might have something to say.

The State Fire Marshall through the department of State Insurance is the "ulimate" in respects to Codes for us, in NC.
