Can an isolated ground be run on the exterior of an MC cable feeder from transformer to panel approx. 150' 100A 120/208V 3ph.?

I would say no based on art. 300.3(B) unless you can comply with 250.130(C) or 250.134(B) as stated in 303.3(B)(2). I don't think these would apply to you.
