Art 680 & lightning

Looking at a spec book for the installation of a Water Park. Just a bunch of sprinklers for kids.

The engineer as stated under "Earth bonding/grounding:...are to be grounded against a lightning strike as per Article 680 of the NEC."

He is requesting all the metal parts in the splash park be bonded. Is this really grounding against a lightning strike? I don't see a reference to lightning in 680.

He is a typical engineer (there are exceptions)with his head up his ......Just bond all metal parts within 5' of the water back to the pump. It has nothing to do with lightning strikes. It's about provideing a equipotenial plane.
