Soft start photo sensor?

Does anyone know of a soft-start photo-sensor for sale? I have looked but they all seem to simply blast on and blow out the light bulbs quickly. I thought of adding a plastic soft start box, since they have ones for motors that are encapsulated devices, but that would take another gang of space, I think.

maybe some more info here; like how many lamps on the circuit? How big is circuit wiring, Does the voltage dip really bad because of load on start up? maybe some other means of help here.

its true, a regular switch must do the same thing, I am not an electronics expert, by any means. But with incandescents in the cold on even short runs, I fiind that people have to change the bulbs much more often than indoors, and since I know that soft ramp up circuits save bulb life, I thought someone might make a soft start photo sensor to be "green" and save the bulbs from the landfill. :roll:
