Does a kitchen lighting and a garage lighting circuit, each on seperate dedicated circuits, with no other outlets but the lighting in their respective areas, have to be on an AFCI? 210.12 does not specifically mention those areas.

Those areas along with bathrooms were left out. So if it is not listed as an area that requires it then no, not requried.

Kitchens and garages do not require AFCI protection. 210.12(b)

For whatever reason the writers of the section decided to eliminate AFCI from those entire areas. It is not just restricted to receptacles in those areas.

If you have a 08 hand book, pg. 89, shaded part (new). spells it out pretty well.
