It looks too big for a normal meter reading device.

I vote with iwire for some type of monitoring/recording device with telemetry.

Possibly one of those devices that shuts down the service if they use over a certain amount of electricity.

That looks like the remote disconnect used to shut off your hot water tanks.
They are widespread in my area, but I have never seen one attached to the meter base.

the additional collar that the box is attached to is reads the consumption and the box contains a "cell phone" which sends the reading to the poco.

Thanks for the information. I went to this house to give an estimate for a panel change. I will need to call the POCO and find out what they want to do when I change the panel.
