Receptacles in cabinets above microwaves

I would think there would be a better method to installing a receptacle that the method show in the photo below.

We are looking at several basic violations with this installation:

Yes, I agree. Would the fact that this was suppose to be a surface mounted plastic box of this type be a violation?

Seriously. It appears to be a nail up, new work, box with the nails removed.

My guess is there was a hood fan, now a microwave.

I see what looks like a Milwaukee drill power cord.

I prefer the gray Carlon plastic handy box and cover for surface-mounted receptacles like this.
