Small appliance circuits

Customer wants to have two receptacles installed above the kitchen cabinets to run some rope lighting. Can I tie onto the existing 20 amp small appliance branch circuits at the countertop? I couldn't find anything in the 08 NEC that would state otherwise?

No you may not. Look at 210.52(B)(2)
