Can Type NM cable be run in a condo that is 5 floors. One of which is a garage. Also, can Type SER cable be used for the unit panels?

I agree with Pierre you need to check with the building inspectors to see how the building is classified. The old concept of not allowing NM in a building of 4 stories or more is gone and has been gone for a few code cycles.

Yes,

Under the following exception:

334.12 Uses Not Permitted.
(A) Types NM, NMC, and NMS. Types NM, NMC, and NMS cables shall not be permitted as follows:
(1) In any dwelling or structure not specifically permitted in 334.10(1), (2), and (3)
Exception: Type NM, NMC, and NMS cable shall be permitted in Type I and II construction when installed within raceways permitted to be installed in Type I and II construction.
