225.30 Number of Supplies

We designed an outdoor unit substation with 7 feeders for a warehouse since the interior space is not big enough. The drawing reviewer pointed out that it doesn't meet 225.30, which only allows one feeder to the building. Is he correct? The unit substation is only used for the building not for others. Why is it so different puting it indoor and outdoor?Thanks.

Possibly an AHJ call, but it appears that 225.30(B) would allow that installation.

Why is it so different puting it indoor and outdoor?
It's all about being able to turn off power to the building, such as you might need to do if the building catches fire. The building needs a disconnecting means. It can consist of up to six breakers. If the building has more than one power source, then each source must be able to be disconnected, and each can have up to six breakers. How do you propose to handle the required disconnecting means?

That might, however, be a tough sell. It's a warehouse, so I suspect there is only one occupant. It's not big enough to allow room for an indoor substation, so I doubt it is big enough to warrant two or more sources.

The outdoor unit substation has its main circuit breaker at low voltage (480V) switchboard section. The substation is fenced though.
