Bonding common service wireway feeding two 100 amp panels in duplex.

Hello to all! have existing 100 amp common service for two Fed pacific panels. Duplex house,( up and down) Service comes in inch and a quarter steel flex and feeds through one panel yo the other. Am installing a raintight 4x4x24 wireway. Bought it because It was all they had without ringed knockouts. Am planning to drop existing steel flex in wireway and then feed service throgh wireway to each 100 amp main. Am planning to tap common nuetral in wireway with ilsco cleartap. Question is ; Should I install bonding bushing on inch and a quarter feeding wireway in addition to installing bonding bushings in each main? Have common GEC which each main will tap to. Common GEC will then jump water and hit ground rod.In addition to jumping both cold and hot on water tanks. Inspector is not requiring Jumper to gas line.I was planning to install Bushing on Incoming flex feeding wireway. Just in case he wants me to bond wireway also. Any help is greatly appreciated. Am changing service tomorrow morning. Thanks much! Sorry! shoul have added that I am installing New 100 amp mains and getting rid of Fed Pacific.

The flex can only be used with service conductors when used with proper fittings and a bond jumper (230.43). I can't see any value of bonding bushings on the flex as the conduit is not a suitable ground path and the bond jumper is in place, but that's just an opinion.
Your wireway will need to be bonded either by the neutral or by a bonding jumper.
 
Thanks augie! I,m a lttle confused. Could you explain the bonding jumper method in wireway? As I explained, I am tapping the common service neutral in wireway with a ilsco clear tap. would i make another tail off cleartap and bond to wireway with mechanical lug?
