250 .186 (3) 250 186 ( c) are these items contradicting one another? 250 186 3 states that line to netural loads are not served . 250 186 (c ) states the neturalconductor shall not be connected to ground , except through thr netural grounding impedence resistor. the system is a 12,470 to 480 volt. does this mean only 480 3 phase loads can be served

I don't think there is any contradiction. (3) states that no line-to-neutral loads may be served. (C) simply disallows directly grounding the neutral conductor.

Only 3-phase or single-phase (line-to-line) loads allowed.
 
First the code sections you have cited do not apply to the secondary side (480 volt side) of the transformer. Those code sections are in Part X of Article 250 and only apply to systems and circuits operating over 1,000 volts.
250.36 would apply. You are not permitted to use the "neutral" conductor of an impedance grounded system as a circuit conductor. Such a system is only permitted to supply line to line loads.
