What is the difference between a slash rated breaker & a non slash
rated breaker? What is the application for each? Thank You

Slash rated breakers are for two voltages, like 277 / 480.
A breaker rated for a single voltage has no slash.
The application for each would be, if you had a 480 volt panel w/no neutral, you could not put a 277/480 slash rated breaker in it. But if the panel had a neutral, you could use a 277/ 480 rated breaker

I think that having the system solidly grounded is enough and the neutral does not need to exist in that panelboard.

The lowest number shows the rating to ground. The higher number, if present, shows the maximum voltage allowed between conductors. If an ungrounded system, the straight rating is needed.

The straight rating is also required if you have a resistance ground system. Here is a nice explanatory link for the OP.
