Is it 3 Phase with neutral?. 3 " is a tight pull. When space is not an issue I prefer 4 "or 3.5". I would definately go with 2 sets, not 3. Some spec's lately have been calling for 600's, especially on government jobs. Also you need a 800 amp ground in each pipe.

Since this is a service would he really need the EGC in each conduit?

He said service and genset. Either way it could need a egc in the conduit. We would need more info. Sometimes the utility company pulls the feeder into the swithchgear and they do whatever they want around here. Whenever I've pulled the feeders into switchgear from a utility xformer we pull a ground in conduit, ahead of the main bonding jumper in the gear. Same with pulling to a generator. It would be an equipment ground sized to 250-122.Right?
