Gutter issues

Hello i have a small electrical firm in florida, i recently done a job were i have a 400 amp service coming from the FPL transformer into my 12/12 gutter, from there to a 400amp main breaker then back out into the gutter via a different nipple and terminates into the line side of a 400 amp automatic transfer switch.

inspector told me you can't have line load in the gutter, so

any help

The inspector is correct. You'll need to reconfigure your installation.

Sight unseen, one can not say, but two possibilities, if feasible and approved by your AHJ are (a) a barrier separating the cables and (b) one set enclosed in a raceway inside the gutter.
