Grounding transformer on each side of frenquency converter

Primary voltage 400V 50HZ. The transformer ahead of the Frequency Converter has secondary XO terminal at its secondary. Does this XO terminal need to be grounded to my Earth Electrode System. I do not have a neutral load on this transformer. I am only using the straight 480V 3phase output.
 
it depends:

If you are anywhere the NEC applies, grounding the transformer secondary is governed by (2008) 250.20, 250.21, and occasionally 250.22.

Liukely the first one you want to read is 250.20.B
