NEC 702.6 Do I need a transfer switch

NEC 702.6 requires a transfer switch for all standby systems. A customer wants a permanently installed generator to feed a panel that feeds loads that won?t be transferred or associated with the loads fed from the service. Basically he wants to install some heaters that can become energized with the generator if the power goes down in winter. The heaters will be fed exclusively from the generator panel and cannot run unless the generator is on. Is this allowed per 702.6?
 
Does the generator in question also supply other loads than these heaters? If not, if the generators supplies only loads that do not have another power source, then you don't need any transfer equipment. I get this from the third paragraph of 702.6.
 
You know I'm not a code expert, but... if the genset has its own panel and loads with no connection to the rest of the installation then is it a "standby" system at all, and thus do any of the requirements for standby systems (legally required or otherwise) apply?

It surely must be a SDS though :)
