GFCI Breaker for ungrounded receptacle replacement

Does the NEC allow yo to use a GFCI breaker to replace a ungrounded two wire receptacle with a three prong outlet?

Article 406.3(D)(3)(b) states "A non grounding type receptacle shall be permitted to be replaced with a ground fault circuit interrupter type of receptacle. No mention of a gfci type circuit breaker. The tenth edition of THE SOARES BOOK OF GROUNDING based on the 2008 NEC on page 251 states that a gfci breaker or receptacle may be used. I realize that the Soares book of grounding is not the NEC, but it is written by the IAEI, so I am a little confused. Any help in this clarification will be greatly appreciated.
