Emerg. Generator Design Question

If a building has an emergency generator and the intent is to supply power to circuits of both emergency and non-emergency loads, is it required to have separate feeders from the single generator to the separate ATS's?

Correct,

The existing design has the generator (one load breaker) feeding the emergancy ATS and I need to add a non-emergancy. Looking to find out if tapping that feeder is OK or if another circuit will be required from the generator.

If you are under the 2008 NEC, take a look at section 700.9(B)(5). The 08 permits a single feeder with some restrictions.
