2.4 kV is also the line-to-neutral voltage on a 4.16 kV system. I was giving the line-to-line voltages.isnt 2.4k the line to neutral voltage of 4.16k wye system?
on this system most single phase transformers will connect line to neutral.
Your practice is better, the use of a primary grounded conductor is one of the major sources of stray voltage in the earth here in the US.Here in the UK, 11KV is very widely used, there is some 3.3KV and some 6.6KV but not much.
Unlike USA practice, 11KV is almost allways 3 phase, 3 wire without neutral, some rural lines being 1 phase 2 wire, again without neutral.
