Underground installations

It seems that underground installations for commercial projects from the utilty source to the first means of disconnect are always in conduit. Is this a code requirement? I have looked in article 300 and don't find this. Or is this a specification from the owner/electrical engineer?

There is not an NEC requirement that service lateral conductors be installed in a raceway underground.

Take a look at 230.32 for the requirements for protecting service lateral conductors from physical damage.

What are the depth requirements when running conduits under a building and in a slab of concrete weather in the slab on grade or in a tin pan deck. The first floor, and second floor are for parking.

You would have to ask the local POCO, as their requirements exceed NEC
