So, according to 110.26(F)(1)(b) I can have HVAC supply ductwork over electrical equipment as long as I have a drip shield underneath the ductwork - is this correct? 110.26(F)(1)(a) seems to contradict.

They don't contradict each other. Part (a) says you have to keep a certain space clear. Part (b) says that the area ABOVE that space can have foreign ducts or pipes, if there is a drip shield. The space that has to be kept clear starts at the top of the panel and takes up the six feet above the top of the panel. So you can run an HVAC duct 7 feet over a panel, if you have a drip shield, but you cannot run an HVAC duct 5 feet above a panel, drip shield or not.

"(b) Foreign Systems. The area above the dedicated
space required by 110.26(F)(1)(a) shall be permitted to contain
foreign systems, provided protection is installed to
avoid damage to the electrical equipment from condensation,
leaks, or breaks in such foreign systems."

Key word, indeed. Thank you.
