In a residental home can i install a 14 kw generator (58 amps) to feed the emergency side of a 200 amp ats and have the normal side of the ats being feed with a 200 amps

(2) Automatic Transfer Equipment. Where automatic transfer equipment is used, an optional standby system shall comply with (2)(a) or (2)(b).
(a) Full Load. The standby source shall be capable of supplying the full load that is transferred by the automatic transfer equipment.

is the ATS feeding a 200A load??

or a standby panel with a calculated load of 58A or less??

No, 705.5(2)(a). Optional Standby equipment must be capable of carrying the full load of ATS.

Yes, 705.5(2)(b), if you employ a load shed type ATS.
