side-ways breaker panel?

On the Canadian TV show Holmes on Homes, I see a lot of breaker panels laid on their sides rather than vertically. Is this done here in The States too? I can't think of a Code violation.

So, I guess if the vertical left and right sections are mirrored, than mounting them horizontally would mean you can only put breakers on one side?

Could use an old pushmatic load center. It doesn't have a handle to be up or down.
